What's the actual difference?

A traditional setup pairs an air conditioner (cooling only) with a separate furnace (usually gas) for heat. A heat pump is one system that cools in summer exactly like an AC, then reverses to move heat indoors in winter — no separate furnace needed.

For cooling, a modern heat pump and a modern AC are essentially the same in Phoenix summers. The difference is entirely about heating and what equipment you keep.

Why do Phoenix winters favor a heat pump?

Heat pumps are most efficient in mild climates — and Phoenix winters are mild. The temperatures where heat pumps lose efficiency are far colder than a typical Valley winter, so a heat pump heats efficiently here for the relatively few hours you need it.

Because the heating season is short, you're not giving up much, and you gain a single, simpler all-electric system.

The financial picture currently tilts toward heat pumps:

  • Federal HEAR / Efficiency Arizona: up to $8,000 toward a qualifying heat pump for income-qualified households (through September 30, 2031)
  • Federal HEAR / Efficiency Arizona rebate: up to $8,000 toward a qualifying heat pump for income-qualified households (the federal 25C tax credit ended December 31, 2025)
  • SRP Cool Cash applies to qualifying high-efficiency systems for SRP customers
  • One system to buy and maintain instead of two

The incentives lean heat pump

The largest federal dollars target heat pumps. For many Phoenix homeowners — especially those who qualify for HEAR — that swings the lifetime cost in the heat pump's favor.

When does a traditional AC + furnace still win?

There's no universal winner — the right call depends on your existing equipment, whether you qualify for incentives, and your comfort preferences. The honest move is to price both for your specific home.

A traditional system can be the better pick when:

  • You have a relatively new, healthy gas furnace worth keeping — replace only the AC
  • Natural gas is inexpensive in your situation and you prefer gas heat
  • Up-front budget is the deciding factor and incentives don't apply to you

25C tax credit
The federal Energy Efficient Home Improvement Credit — ENDED for equipment placed in service after December 31, 2025 (July 2025 federal tax law). Systems installed by that date could claim 30% of cost, up to $600 for a high-efficiency central AC or $2,000 for a heat pump, on the 2025 return. Confirm details with your tax professional.
Furnace / air handler
The indoor unit that moves conditioned air through your ducts. A gas furnace burns fuel for heat; an air handler paired with a heat pump moves air for both heating and cooling. Its blower is what pushes cold air through the house.
